Life in the Czech Republic is changing as a result of climate change, and this change is more pronounced in the South Moravian Region than elsewhere. The South Moravian Region has therefore decided to actively address this challenge and has developed a Climate Action Plan (CAP) for the period 2025-2050. In 2024, the South Moravian Region became the first in the Czech Republic to create such a strategic document.
 
The document, originally approved by the regional council on September 5, 2024, underwent its first update in 2025, incorporating all comments received by June 30, 2025. The updated version of the document was approved by the council on September 22, 2025.

Why?

Even ordinary citizens can see that southern Moravia is plagued by various negative natural phenomena. Rising average temperatures, prolonged droughts, heatwaves, massive soil erosion, and extreme weather events, such as torrential rains and strong winds, are negatively affecting not only the inhabitants but also the local nature and economy.
 

 

What?

The plan focuses on three main areas:
 
1. mitigation, which aims to mitigate climate change in the areas of energy, mobility, and the circular economy;
 
2. adaptation, which aims to adapt the landscape and settlements to new conditions and increase their resilience;
 
3. implementation, which involves creating conditions for the realization of objectives and measures, in particular through awareness-raising and public involvement.

How?

The South Moravian Region Climate Action Plan is a strategic document that sets out specific measures to mitigate and adapt to the impacts of climate change.  It is based on real data, local conditions, and the setting of regional priorities. It was developed in collaboration with experts knowledgeable about the regional context and stakeholders from the public and private sectors. The conclusions from the meeting also serve as a basis for the Strategic Integrated Project (SIP). The Strategic Integrated Project is a specific type of project within the LIFE program, which serves to implement key strategic documents in the fields of environment, climate, or circular economy at the state, regional, or large territorial unit level. In the case of the South Moravian Region, the SIP focuses on supporting and implementing the IP COOLREGION Integrated Project, which will comprehensively fulfill the South Moravian Region's Climate Action Plan.
 

 

What does this mean for people?

The Climate Action Plan will bring residents of the South Moravian Region a cleaner environment, a healthier landscape, lower energy costs, improved public spaces, and increased opportunities to participate in shaping the region's future. Overall, it will lead to an improvement in quality of life, greater resilience to extreme weather, and greater self-sufficiency for the region.
 

A healthier and more resilient landscape

  • Measures to improve soil quality, water retention, and biodiversity will lead to a more stable and fertile landscape that is more resistant to drought and torrential rains.
  • Strengthening the care of landscape features (trees, hedgerows, paths, wetlands) will improve the microclimate, reduce erosion, and increase the aesthetic and recreational value of the landscape.
  • The landscape will retain water better and provide high-quality food, thereby increasing the region's long-term self-sufficiency.

More pleasant and safer cities and towns

  • An emphasis on cooling settlements, planting greenery, and managing rainwater will reduce overheating in towns and improve air quality.
  • The introduction of smart and energy-efficient buildings will lead to lower energy bills and increased comfort for households and public institutions.
  • Better planning of settlements and infrastructure development will reduce traffic congestion, noise, and dust, thereby improving the quality of life in both rural and urban areas.

More accessible and sustainable transport

  • The development of cycling and walking routes, as well as new parking spaces for bicycles, will increase safety and comfort in everyday travel.
  • The region supports public transport and the electrification of the vehicle fleet, which will contribute to lower emissions and cleaner air.
  • The concept of a "region of short distances" will ensure access to services, schools, and work without the need for long commutes.

Energy self-sufficiency and lower costs

  • Support for renewable energy sources (RES) and community energy will strengthen the energy independence of municipalities and households.
  • Comprehensive building renovations will reduce energy consumption and heating costs.
  • Modernization of the distribution network will enable the development of local solar and wind energy projects.

Greater citizen involvement in decision-making

  • Strengthening civic participation and democratic processes will enable people to influence events in the region, contribute local knowledge, and strengthen community life.
  • Participatory education for children and young people will support the future generation of responsible citizens.

Education, awareness, and cooperation

  • The region will implement awareness campaigns aimed at raising awareness of climate measures and sharing good practices.
  • Connecting research, universities, municipalities, and citizens will enable the implementation of innovative solutions.

The document was prepared by the South Moravian Agency for Public Innovation JINAG in cooperation with experts from various sectors. The successful implementation of the plan is ensured through multi-level coordination, based on the South Moravian Region Climate Council, the South Moravian Region KAP manager, and a panel of experts. This system guarantees professional, methodological, and organizational support throughout the entire implementation process.
The project, with the acronym LIFE23-TAC-CZ-TA for IP COOLREGION, was implemented under the LIFE program (Climate Change Mitigation & Adaptation subprogram) as technical assistance for the Strategic Integrated Project (SIP). The project aims to ensure quality and stakeholder involvement in the preparation and implementation of the Strategic Integrated Project (IP COOLREGION), which supports climate change mitigation and adaptation in the South Moravian Region.
