Together for the renovation of public buildings in Europe

A network of collaborative projects is emerging

On 9 July, representatives from several EU-funded European projects met to launch an informal network of initiatives aimed at creating support structures for the renovation of public buildings.

This cooperation aims to share knowledge, tools, and practices for the efficient modernization of publicly owned buildings across Europe.

In addition to us, the following projects have joined this emerging network:

Implementer: Centre for Renewable Energy Sources and Saving (CRES)
The project builds regional One-Stop Shops to support municipalities in planning and implementing energy renovations. The aim is to increase local capacity, technical assistance, and integration of retrofits into local public policies. It also includes training and decision support.

Implementer: REGEA - North-West Croatia Regional Energy Agency

The project involves citizens in planning and implementing sustainable renovations. It offers digital tools to support community engagement and helps local governments formulate inclusive energy strategies and decision-making.

Implementer: ALEC Lyon - Agence Locale de l'Énergie et du Climat de la Métropole de Lyon

The project develops new financing models for large-scale renovation of public buildings, notably through energy service contracts (EPCs) and integrated technical assistance. It helps to unify communication between cities and technical and financial service providers.

Implementer: Tipperary Energy Agency (Tipp Energy)

The project provides regional technical support to local authorities and public bodies in the area of refurbishment. It offers training, energy audit tools, and assistance with project preparation, thus facilitating administrative processes and contributing to improved energy efficiency.

Implemented by Environment Park - Parco Scientifico Tecnologico per l'Ambiente (Torino)

The project aims to eliminate the use of fossil fuels in public buildings by 2030. The project tests integrated renovation models, including technical, legislative, and financial support, and facilitates the transition to clean energy sources at the level of Italian cities and regions.

Implementer: Krajowa Agencja Poszanowania Energii S.A. (KAPE)

The project focuses on the development and dissemination of energy service models (EPC) for the public sector. It assists municipalities with the preparation of projects financed through operational savings, providing guidance, software, and training for their effective use.

Implementer: South Moravian Region for Public Innovation JINAG, association

The project provides methodological and data support to municipalities in planning in-depth renovation of public buildings. It offers case studies, tools for estimating energy savings and investment costs, and links to regional climate policies and subsidy opportunities. The aim is to facilitate decision-making, improve the quality of project preparation, and accelerate the implementation of energy-efficient renovations in the municipal sector.

Together, we have committed to:

  • Coordination of promotional and dissemination activities,
  • mutual support in disseminating the outputs of individual projects,
  • co-organising public events and workshops.

The renovation of public buildings is a key element in meeting the objectives of the EU Renovation Wave. It contributes directly to the implementation of strategic documents such as 

  • Green Deal for Europe
  • Renovation Strategy,
  • Revised Energy Performance of Buildings Directive (EPBD) 
  • Fit for 55 package.

Next steps

The network is already planning joint events, awareness-raising campaigns, and shared studies. The aim is to strengthen cooperation between projects and provide concrete, replicable solutions for the whole European Union.

By sharing experiences and tools, we want to strengthen the impact of these activities and accelerate the energy transformation across Europe.
