Municipalities face many challenges in housing and infrastructure development. Mayors of smaller municipalities, in particular, do not have sufficient expertise or financial capacity to prepare land to be attractive to investors. There is a lack of institutions on the market that could help with the long-term preparation of land, including adequate infrastructure capacity, for housing development.
On January 30, 2025, the SFPI Regional Housing Support Center held a working group in Brno focused on strategic planning. The aim was to introduce the participants to the project "Municipality and Investor for Dukovansko," discuss the preferred form of the information database, and map the strategic options for the development of affordable housing in the South Moravian Region with regard to financial instruments.
Conclusions from the discussion meeting?
Regional Housing Investment Centres (HICs) are a key tool for the development of affordable and energy-sustainable rental housing in the Czech Republic. Their main objective is to expand and improve the housing stock, support affordable rental housing infrastructure, and increase the capacity of municipalities in this area.
These centers provide comprehensive consulting, information, and educational services to municipalities and non-profit organizations. They offer expert advice in the areas of project management, implementation and strategic investment planning, financial modeling, and project financing, as well as technological design and construction solutions with an emphasis on efficiency and sustainability.
The Regional Centres are part of the activities of the National Recovery Plan, specifically component 2.10 (Affordable Housing), and fall under the State Investment Support Fund.
These centers are a valuable partner for municipalities and NGOs in planning and implementing affordable rental housing projects, thus contributing to the overall improvement of the housing situation in the regions.
